Hampton Roads Construction News Network (HRCNN) is an editorial initiative of Earthly Infrastructure® Building and Infrastructure Development Inc., created to advance public awareness and technical understanding of construction policy, land use decisions, and infrastructure challenges facing Virginia’s coastal region.
Founded by Eric S. Cavallo—Licensed Commercial Building Contractor, Board of Zoning Appeals Member, and regulatory advisor—HRCNN is independently produced and guided by a clear editorial vision: to close the information gap between construction practice, environmental enforcement, and policy interpretation.
Our reporting is developed in consultation with industry professionals, municipal stakeholders, and subject matter experts to ensure accuracy, credibility, and code literacy. Topics are selected based on public relevance and sector impact, including zoning board appeals, MS4 compliance, stormwater BMP performance, erosion and sediment control strategies, and updates to the Virginia USBC and related ICC codes.
